US Report: Israel Hampers Training of West Bank Forces

A report published on Tuesday by the Government Accountability Office (GAO) in Washington accuses Israel of causing delays in the transfer of weapons, radios, vehicles, helmets and other equipment to the West Bank. These delays, according to the report, are hampering American efforts to train Palestinian Arab security forces in the West Bank.

The report’s purpose is to establish whether the US is getting value for the $392 million it has spent on training and rehabilitating the West Bank security forces since 2007, and was compiled after inquiries with US, Israeli and Arab officials between July 2009 and May 2010.

The report added that Israel publicly praises the effectiveness of security forces which in operate the West Bank, yet still causes delays which make it more difficult for the forces to act fully. For example, the report cites the impounding by Israeli customs of 1,000 AK-47 rifles despite prior approval of their import by the Israeli government. Another example is 1,400 radios (whose entrance into the West Bank for security purposes was previously approved) that US law enforcement authorities were forced to put into storage at a cost of $176,000 to the American taxpayer.

According to the report, there is evidence that that the Palestinian Arab security forces have markedly improved their efficiency, but Israel has blocked a US State Department proposal to set up a specialist counter-terrorist unit within the forces despite repeated calls on the forces to combat armed factions in the West Bank.

The report acknowledges that equipment shipments are frequently approved by Israel, though there can be delays of up to a year. It adds that Israel’s insistence on considering each shipment on a case by case basis also affects what is described as “non-lethal” equipment such as raincoats.

Notice from Dr. Paul Eidelberg

Dr. Paul Eidelberg has sent a newsletter out posting guidelines for organizing a resistance to any further expulsions in Eretz Israel. This would be an unmitigated disaster for not only Israel, but the world. The taste of blood would be in the jihadis mouths, and the reaction would be similar to that of a pool of sharks.

Dr. Eidelberg is asking his listeners and readers to post to everyone we know. I agree the situation in Israel is as serious as the tone of his recent newsletters indicate, thus I am doing my small bit to get the word out as to how to organize a resistance to another expulsion. Israel hasn’t recovered from the Gush Katif expulsion…it would take a miracle for her to recover from another one of any size, let alone the possibility of an expulsion of 650,000 Jews from Judea, Samaria and parts of Jerusalem. (There is no “East Jerusalem”).

Dr. Eidelberg in his own words:

“I was asked by a reader what should be done to stop further “expulsion.” Here was my reply: Although I do not exclude mass demonstrations, they can only be effective if based on a grassroots movement. The battle begins in one’s own neighborhood. For openers, and to set the tone, action-oriented individuals in each neighborhood should form a small group to focus on the Jerusalem issue. They should invite appropriate speakers to define the religious and global significance of Jerusalem—how its surrender will intoxicate the Islamic world and lead to an explosion of jihad everywhere. They should expose Bibi’s despicable record regarding Oslo and Gush Katif. They should produce (1) placards, (2) bumper-stickers, and (3) attractive one-page handouts, with all three signifying, in diverse ways, “We are not going to tolerate any compromise on exclusive Jewish sovereignty over Jerusalem.” “Jerusalem belongs exclusively to the Jewish people.” “Israel’s capital is Jerusalem—not Washington and not Riyadh.” “We are tired of Bibi’s appeasement of Israel’s enemies.” “Yielding to Arab terrorists and thugs is cowardly and disgraceful!” “We are fed up with spineless prime ministers!” “Jews worship God not Oslo and not Obama.” Also, abbreviate and distribute Caroline Glick’s June 21, 2005 article “A Coward for a Prime Minister.” Get connected to Jewish and Christian Zionist organizations in the US. Do not waste money on ads, except when needed to publicize a national conference in Jerusalem.”

Military Establishment Fears Yesha Kids, Expulsions Postponed

(IsraelNN.com) Military officials meeting to discuss the destruction of Jewish homes in civilian outposts in Judea and Samaria have agreed to postpone several demolitions, according to the Hebrew-language daily Maariv. Commanders decided to delay implementation of demolition orders for one reason – due to the large number of young Land of Israel supporters currently on vacation from school.

“This is a horrible time to evacuate outposts, because thousands of youth and children are wandering around the area during summer vacation,” one explained. “They’ve already demonstrated that they can mobilize quickly.”

The source explained why children in particular posed a threat to demolition plans: “Nobody in the security establishment wants to fight with kids, because pictures of injured children will have a negative effect on the whole process.”

“When they go back to school, it’ll be easier to evacuate [outposts],” he concluded.
